Mitchell Dave M. Cabuguas is currently a Secondary Public School Teacher Ill at Perrelos National High School in Carcar City, Cebu Philippines. He obtained his Bachelor's degree in Secondary Education major in Mathematics at Cebu Normal University and 30 units with Certificate of Academic Requirements in Master of Arts in Education Teaching Mathematics at Cebu Technological Campus- Argao, Cebu campus.

Mr. Cabuguas is an ICT coordinator and is highly skilled in computer applications such as Adobe, Drawing, Microsoft, and Video Editing. He is a trusted division's animator, illustrator, lay-out artist, learning resources evaluator and video editor. His expertise makes him a sought-after facilitator and speaker in the Division and Regional levels. He is presently a member of the Department of Education Pool of National Illustrators and Microsoft Education Ambassador Batch 2021.

Mr. Cabuguas was a recipient of awards and recognitions in the Department of Education. He was the Division's Inspiring Teacher during the National Teacher's Month Celebration last October 4, 2021 and consequently recognized as the Most Outstanding Teacher (Grade 7-12 Category) during the 2021 Division Pasidungog last December 07, 2021 His coaching proficiencies in Editorial Cartooning, Photojournalism and Pintahusay also secured his mentees winning places in the Division and Regional Press Conferences.
